Why FSMS alone are not enough 7 th International Conference on Food Science and Technology, Athens, 8-9 th November 2025 • Food safety is about systems and people. • FSMS defines what should be done ; they do not guarantee it will be done. • Many incidents stem from human and organizational factors rather than from gaps in the FSMS. • FSC determines whether and how procedures are executed correctly in practice. Fundamental to the successful functioning of any food hygiene system is the establishment and maintenance of a positive FSC acknowledging the importance of human behaviour in providing safe and suitable food.
